Perhaps we are making this harder than it needs to be.  Perhaps we should just: 
 (1) group by enum.getDeclaringClass() and (2) name by enum.toString().  That 
addresses the dominant issue here, that including the full class name with each 
counter is ugly.  The rest of the web pages are not internationalized, so it's 
overkill to make this one aspect internationalized.  Resource bundles seem like 
more of a distraction than a solution.
