Here is what I'll upgrade to provide a more user-friendly interface to
permissions: update the client API so that clients never have to deal with IDs;
then Tickets would wrap the client user name instead of its user ID;
getPermissions() should return a Permission structure that contains names and
no IDs; then the ID-name mapping is restricted to the Hadoop master nodes and a
single configuration file is fine.
