What gets produced is correct HTML. Any JavaScript that reads the "data-id"
value from this element will read it as:  "<%= this.id %>". Have you tried
this at all?

Encoding is not for humans to handle or understand. Stuff gets encoded by
the machines and decoded by the machines. So don't worry about it
