Translation of OpenOffice.org is made upstream of Launchpad.
It is actually done under the supervision of Clytie Siddall from
Australia at

http://pootle.wordforge.org/

Choose Vietnamese language and you will see the OpenOffice.org project.
Presently OOo 2.3's help is at about 9% translated :-/

Actually, if you use OOo with a Vietnamese interface, you can access the
Help in English.

Maybe what could be helpful, while waiting for the huge help to be
translated, would be a correspondance of menu items between English and
Vietnamese. Should be not too long to do.
