File locking under MS Office is provided by the Office itself, and it
does support
*network* file locking.

In the OOo's case, it does not support *network* file locking and it uses the
file locking function provided by the OS (not OOo itself).

# I consider this is a bug. The cost to fix it may cost hundreds of
KLOC :) trust me.

This feature is requested for a long time and it did make a big noise to the OOo
dev team.

One thing you can do, however, is looking for a workaround. Google
"openoffice network file locking" for more information.
