I've had passive mode working in the past through HAProxy, where I
told my FTP server(s) the port range to use for passive connections
and then bound HAProxy to those ports.
The caveat is that for each separate backend FTP server, you need a
different port range, so you could run out of ranges depending on how
many servers you want.
