No, it is not like that.

HBQT is a API level library. Xbase++ class modal will access its 
function to provide GUI interface. You are also accessing it to port 
HMG code to be multi-platform. 

At present, all classes needed to have GUI interface are there in HBQT.
If you need any other class which is not present there just shout and 
probably within few hours next it will be in the SVN.

In fact, you you study the harbour/contrib/hbqt/qth/*.qth files 
you will know that it is a matter of few minutes, copy and paste operation 
from QT Assistant, and generating the sources.

Anyhow shed your anxiety and concentrate on your project.
