I think 'User Forum' is just fine.

I think this is already possible with current phpBB user settings to some extent. Notification and so on, maybe someone can help you. To be honest I don't understand, first you wanted to convert this list to a web-forum (nabble, gmain and friends), and now you want to convert our web-forum to a mailing list. What I'd welcome for phpBB is an RSS feed. Dunno if it exists.
