missing .txt only disturb windows users because notepad add .txt
to each files ;-)
+1 to conserv the current naming.

Missing .txt extension is disturbing though, and I can just
wonder why this became the de facto standard name for
these files. I personally never use obscure or no extension
with files meant for user consumption.
Such renaming in Harbour would look like this:
ChangeLog -> CHANGES.txt
COPYING -> COPYING.txt
INSTALL -> INSTALL.txt
TODO -> TODO.txt
If there are no objections, I can do it.
