I used to regularly encounter it whenever we had a very heavy rain fall, it would pin the S Meter regardless of frequency and come over as a howling rumbling sort of noise. The noise level would decrease as the intensity of the rain lessened.
There was another incident (not related), in my CB days when the noise level was high for a number of days. It cleared after we had a moderately strong earthquake.
