The announcement of the air times I know, dating back from the preparation
period, went:

Must refer to Yakutsk time I think, so that would be Mon-Fri 0000-0300,
0600-0800 and 1200-1500, Sat-Sun 0100-0800 and 1200-1500 UT, if correct.
Any other primary or at least secondary sources, anyone?
It appears that simply RTRS (the transmitter operator) went to
Roskomnadzor (the regulation authority) and obtained the authorization for
these transmissions, bypassing those people in Moscow that once had been
associated with the late Anatoly Titov and still put their wishful
thinking into HFCC (most of it with Radio Sputnik in mind while neither
Rossiya Segodnya nor anyone else intends to spend a single Kopeka on
shortwave radio anymore). Thus lots of Russian wood in HFCC but not the
now real transmissions from Tulagino.
