The National Journal's Murray Waas has a new twist this afternoon in the case 
of Scooter Libby. He reports, "Vice President Dick Cheney's former chief of 
staff, I. Lewis (Scooter) Libby, testified to a federal grand jury that he had 
been 'authorized' by Cheney and other White House 'superiors' in the summer of 
2003 to disclose classified information to journalists to defend the Bush 
administration's use of prewar intelligence in making the case to go to war 
with Iraq, according to attorneys familiar with the matter, and to court 
records."

Tonight on Hardball, Chris will hash out what this report means with Hardball 
Correspondent David Shuster and Jonathan Turley, professor of law at George

In other news, the hurricane rebuilding and recovery efforts on the Gulf Coast 
are under fire again this week as hearings get underway on the Hill and 
hundreds of New Orleans area evacuees travel to the nation's capital to demand 
more help. Former FEMA Director Mike Brown is set to testify Friday and 
Washington is waiting to hear whether he will disclose conversations he had 
with President Bush and White House officials during and after the devastating 
storm. Rep. Barney Frank (D-MA) will be here tonight to talk about the state of 
the recovery effort. On Wednesday, Frank told a group of hurricane evacuees who 
traveled to Washington, "I believe what we are seeing with regard to New 
Orleans and surrounding area is a policy, frankly, of ethnic cleansing by 
inaction." Sen. David Vitter (R-LA) also will be here to respond to Frank's 
comments and offer his take on just how much progress is being made in the

The Washington Post's Dana Milbank will talk with Chris about the president's 
remarks on terror today in which he "disclosed new details of a foiled 
terrorist plot to fly a hijacked airliner into a skyscraper on the West Coast,
