Today in Washington, the latest National Intelligence Estimate paints a bleak 
picture of Iraq, confirming parts of the conflict can be called civil war.  
Meanwhile, the Democrats gather for the DNC Winter Meeting, where 2008 hopefuls

We'll have the latest tonight on Hardball, starting with a report from NBC's 
Mike Viqueira, live from inside the Democratic Winter Meeting, and later in the 
show, Ann Lewis, Senior Advisor to Sen. Hillary Clinton (D-NY). Earlier today, 
Clinton said if she was president, she wouldn't have started the war...and that 
if the war isn't ended before early 2009, she would end it as president.   

We'll also be joined by MSNBC Political Analyst Craig Crawford and Hotline 
Editor-in-Chief Chuck Todd, who interviewed Clinton this week.  Plus, 
Democratic strategist Steve McMahon and Terry Jeffrey of Human Events will be 
here to talk about security voters vs. values voters and more on what it all 
means in the race for '08.  And we take a close look at the Democratic 
contenders with California Attorney General Jerry Brown, himself a former 
Democratic candidate.
