Yes it should set off alarm bells....on the other hand let them drown in 
their own bureaucracy....this will add yet another layer of overhead to 
the cost of solutions. The best way to respond is to make the cost, 
quality and ease of adoption of VistA so compelling that customers will 
really have to think twice about buying from this "cartel". Then of 
course there is the rest of the planet... and they already cannot afford 
the solutions these folks are going to promote anyway.
