I'm currently in an older version (haven't updated this year yet because I added a bunch of providers/patients for testing) - but mine just outputs to straight text. If the newer FOIAs have that piece in, it just scrambles it up more like ROT-13 than DES.
Not user what algorithm it uses. I also don't know if (and where) a key would exist since the system may end up transferring the key in clear text and compromise the system (unless it was originally PKI and that'd be impressive). I'm also wondering if the crypto in M on the server side is the same used to encrypt the username/password on the Broker components. There is some form of crypto there for transferring your Access/Verify Codes.
