My understanding is that any time there might be a conflict of interest or even the appearance of a conflict of interest, the fundamental principle is to steer a wide berth. Another area to steer clear of is when knowledge or access specific to the federal employee is or might be used for personal gain (of any kind). And of course, working on your employer's time for someone else is a no-no.
None of the above is in conflict in the VVSO contract. Note too, that in this case, the VVSO is a sub-contractor to a sub-contractor (IFMC) that is not federal.
