I think the best way is to ask.  Otherwise, it
involves tracing through the code, which is not fun.

I think this was found on the third page of the edit
user screenman form (OPTION XUSEREDIT) 
RESTRICT PATIENT SELECTION should be set to NO

See if that helps.
