I suspect you need to have the keys necessary to register a patient. Use D Q^DI and choose Option 1, Edit file 200, the New Person File, Edit the field Secondary Menu and add DG PATIENT REGISTRATION for a secondary menu for yourself.
Then using D ^XUP choose the Option "All The Keys" and see what keys your user needs, add them and then try registering a patient again.
