I will see what I can do, I do know that the API's were obtained by DSS (Document Storage Systems) from the VistA Imaging team. My partner and I have been discussing just such an environment. The API's for TIU are not an issues, the indexing and database aspects of such an endeavor would be the most significant part of a proposal like this.
