Regarding Training I don't think training is an issue. Who ever does the training can do it remotely. I am sure we can get companies like WebEx to offer their net meeting services. Worse case these companies offer 15 day trail accounts.
Another approach is to talk to Universities with remote training software. I was just a guess speak at NYU's Grad School of Information and Management. In term of general design I do think we should have a web interface of some sort. Users should be able to see their own records.
