Yes, Medsphere does have a crossplatform (Win32, Linux, OSX) client
reaching completion of development (where completion is established as
CPRS functionality). We are very close to our '1.0' completion mark,
just polishing some things, and putting some finishing touches on the
larger areas of functionality.

And we have been planning on offering it under some form of open
licensing, and developing it under an open development model. We are
mostly just waiting for infrastructure to replace our current
development tools. We are currently using an issue tracker, file release
manager, etc that are not able to be made open, so we have to figure out
how to solve that. And since that happens to not be our core business
(developing web-app project mgmt software, etc), it is taking a bit of
time.

So, yes, you could contact someone in sales here and see what we would
sell you, or you could wait until we get everything put together and
made available, as you would be able to use it then.
