Actually, it is not even an issue with GT.M as there are no license limits, but when there are a low number of licenses, say 5, for Cache, shutting down VistA because you are below 5 licenses left like the VA does makes absolutely no sense. Thus, the modifications to the VA VistA code are appropriate in this setting.
In the setting with a large number of users, because you would want to stop a problem or limit the budget, you would probably want to stop it before exceeding the number of allowed licenses to still have some licenses left for the IT folks to do their thing to fix any problems.
