Fileman was designed to be installable on any system, not just one where Kernel is already present, so it includes basic versions of certain routines and globals that are later updated with Kernel versions. This is a legitimate point: If Fileman cannot be installed on a GTM system containing no routines (other than INITs) by running ^DINIT, then there is a problem.
