One thing that seems very clear is that these rules should be expressed so that 
they can
be consistently invoked from an API regardless of user interface. This is 
critical to
freeing the system from lockin to archaic user interface modes.

Another is that the rules should be clearly isolated as rules so that they can 
be readily
reviewed and modified to fit the needs of different organizations and so that 
they can be
easily adapted to fit changing policies and regulations affecting a given 
organization.
