I guess the term "locked" is confusing to programmers who are used to
thinking about database locks. When a menu is locked, it means you need
a key to "unlock" it. Just look at the option in Fileman (in the OPTION
file, #19) and see which key is needed and assign yourself that key. 

Hmm...that sounds kind of scary, doesn't it (assign yourself that key)?
Having programmer access is kind like being root on a Unix system in
the sense that you can do a lot of things normal users cannot do. Users
generally cannot assign keys unless they've specifically been given
permission to do so, and they most likely will only have permission to
assign specific keys.
