Unfortunately it is not always the person making the omission who suffers.

As someone here asked, "is 911 a privelege or a right" in my book, it's 100% a 
privelege.

As long as Vonage warns you up front that you have a requirement to set it up, then the ball is in your court. And if you elect to not set it up, fine. They aren't your babysitter, you're the one who had to take the actions. Automobile makers provide seat belts, if you choose not to use them, your bad. If you ride around on a motorcycle without a helmet, fine, you take the risk.
