In my past, as a contractor, I have done lots and lots of cable, phone, and electrical wiring. I have seen this sort of thing happen when you have a bad connection, rather then a shield leak or over split. In fact, COX has told me about this in my area as regards to channel 3. A loose connection only seems to effect the one channel first.

When I have overloaded a splitter it always shows up across all channels, starting with the furthest TV from the source. You can buy digital boosters from Radio Shack, not cheap... around 40-50 bucks, that support cable modems and digital boxes. I have one here from Radio Shack, although I ended up not needing it when they solved my problem by finding the bad connection that was effecting my street. So I have never got around to connecting it.
