Here's a method I've tried that worked.

Go into Device Manager.
Remove HDD Controller that the drive is attached to.  Most of the time
you'll lock up and bomb.  Fine.
Boot to a DOS Ghost32 Disc or a CD of TrueImage or whatever, ghost drive.
Windows will detect new hardware on next boot.

This -sometimes- works.

Doesn't appear to be possible.  I tried setting the drivers on the new 
clone the same as a functioning PATA machine, I tried putting a PATA drive 
in a SATA machine and installing the driver then using that as a basis for 
the reclone.  Nothing worked.  Only a recovery install fixes it, but that 
means I end up reinstalling drivers and updates again, so it's hardly worth 
the effort.  (Once again, recovery install proves itself to be a last 
resort option.)

Finally I just reinstalled Windows on the PATA drive.  Thanks MS.
