I have seen Windows XP Home OEM kits shipped with one screw (to qualify as the hardware) to customers. Microsoft says the COA should not be sold by itself. Ok, just toss in a CD and a screw and you are legal. My supplier, ASI requires that I either purchase a 3 pack or purchase hardware such as a hard drive or motherboard to go with a single.
