VMware has been doing all this with great success for years. I have been
using VMware to support other OSs for at least 5 years. They also have more
advanced versions that run as virtual servers.

Basically, the OS runs in another window, and VirtualPC tells it what the
hardware is (an Intel network adapter, S3 Video, a 440BX board) you decide
how much ram to give it, and you build a VHD (Virtual Hard Drive) single
file which it shares with it. The OS sees that as everything that it is,
and it runs just fine.
Right now, I keep up several OSs, (98, ME, 2k, SBS2003) which I can run all
at once or one after the other.. they all appear as on my network by their
own machine names, etc. and they all can do whatever they want.
I have kept a Linux distro running often in these.. great success running
SuSe 9.3 in a window.. I'm taking today to update some of my images. So, I
decided to add one of OS/2 Warp and one of Vista.. that way I can play with
a developmental OS without actually doing a real install.
Although, actually, I've installed Ghost inside a virtual install and done a
Ghost from a Virtual Hard Drive to a real one when it turned convenient ;)

Chris, how does this work, like dual boot or what. I have an OEM copy laying
around but have little understanding on what it would take to install and
uses.
