Yes and no. This -can- work (though it's easiest with something like NT4 rather then MCE, since tuners, etc. will not work in a VPC). Ghost the HDD to a GHOST image. Save the ghost image in a folder.
Boot the VPC to a DOS Prompt by creating a VPC, labeling it windows, and having it boot to a .IMG floppy or something similar. Once there, run GHOST for DOS, ghost your MCE box to the VPC Virtual Hard Drive. Done.
