[H] Best cost effective method for video capture

I want to take stuff from video take (caught on Tivo and transfered to 
SVHS tape) and then capture it and finally put in on a DVD.

I have an ATI 9700 AIW (I think).  Is that the best way to get it done, 
or can I buy some device that plugs into a USB port and do it that way?

Which is better now, assuming I don't want to spend more than $150?

Something that works well would be nice - don't have a whole lot of time 
for now for hassles getting stuff to work....
