The official start of WWII was September, 1939. The bombings of London came after the Brits retaliated for the bombing of London by one of the German bombers. Prior to that the Axis bombings had been concentrating on the British airfields. When they started bombing London it gave the Brits a chance to rest their pilots, train new ones, and replenish their resources, many coming from the U.S. The Battle of Britain air war was in early 1941.

The Nazis didn't even begin their bombing campaign against England until the Fall of 1940, so there was nothing to "ramp up" or send to England in 1938 or 1939.
