What does that mean? Canada and the US were both under British colonial
rule. So was India. And Australia. I'd say those countries are at least
trying to treat their citizens well.
If he wants to apply a blanket statement on former colonies left in shambles
by one country, at least use a country that better fits the stereotype:
France.
