I don't think they rigged it -too- much. But using a board that didn't identify the chip, as well as "special" ATI Drivers written to take advantage of their CPU are also not necessarily "minor" differences.
Hell, I've seen a 10% increase or more from driver revision to driver revision in a game. But I think we have a ways to go until 3rd party evals.. Intel is trying the PR game. Conroe won't ship until ~July.
