[H] CPU Thermal Power

When an X2 4800+ is rated at 110W Thermal Power, does that mean it's 
pulling 9.2A on the 12V line, or is this just a measure of heat 
dissipation?  If it's just heat dissipation, does anyone know how 
many amps the X2s pull from the various lines?
