[H] KB916595 setup

I have a computer in that keeps starting up with a windows titled: 
KB916595 setup - and goes on about the available switches  (/help 
/quiet etc.)  I can't seem to get it to go away.  I tried 
reinstalling the KB916595 hotfix, but that made no difference, and I 
can't remove it from Add/Remove programs.  Any ideas?
