I have exactly the same problem, Explorer seems to be eating up CPU cycles. Sometimes the damned thing stalls and requires a reboot.

I have a machine in that is running 20 to 30% CPU utilization on both explorer.exe and taskmgr.exe. I've scanned for viruses and spyware, I've updated drivers, and I've run sfc /scannow, and I've tried using MSConfig to turn off all startup programs. Anyone have any ideas?
