[H] Running apps as System user

Does anyone know how to run an app as a System user when in Safe 
Mode?  I know you can do it with the at command while in normal mode, 
but at requires the workstation service to be running and it won't 
start in safe mode.  I'd like to run a malware scan in safe mode as a 
System user, because that gives greater access to the registry, but I 
can't figure out how to do it?
