Well, the first thing I did was swamp the video cable at the back of
the PC, as they are the easiest thing to reach and deal with. I
ended up with the same result on the same monitor. Do you think

I'm not sure - let me spell this out so that I can be sure I
understand what you did to diagnose:
Is this what you did so far?
VGA/DVI plug 1 ---- cable 1 ----> Monitor 1
VGA/DVI plug 2 ---- cable 2 ----> Monitor 2 (monitor flashes)
VGA/DVI plug 1 ---- cable 2 ----> Monitor 1
VGA/DVI plug 2 ---- cable 1 ----> Monitor 2 (monitor flashes)
(This would prove the cable isn't the problem.)
VGA/DVI plug 2 ---- cable 1 ----> Monitor 1
VGA/DVI plug 1 ---- cable 2 ----> Monitor 2 (monitor flashes)
(This would prove the plug on the video card isn't the problem.)
I guess you could try swapping the power cables, just for the heck of it.
If still no luck, you might try a BIOS update for the video card
and/or the motherboard. Or check to make sure you have sufficient
power to run the new video card.
