[H] Cyrillic keyboard

I have a customer who is looking for a Panasonic Toughbook but wants 
the keycaps to be English/Cyrillic. (sp?)  Panasonic Canada says they 
don't make them - does anyone know of a third party place I can buy 
keycaps that might work?
