I would assume the problem is with the monitor rather than the
keyboard/mouse.
I have a Logitech Cordless Desktop Pro and on the back it says:
"Operation is subject to the following two conditions: (1) This device may
not cause harmful interference and (2) This device must accept any
interference received. Including interference that may cause undesired
operation."
Seems a rather curious statement. However, your keyboard may indeed be
faulty.

It, apparently has an RF leak of some sort, but, my question would be what

Done multiple times. I am positive it is being caused by the LCD. If the
keyboard is more than 2 feet away from the monitor, it works great.
Within
18" it stops working all together.

My first inclination would be to check and/or replace the batteries in
the keyboard and mouse.
