I did some research on the command line switches. I found some interesting information regarding my problem also. It seems the error message it kicks out is in error. The actual problem is related to the file name which is usually an issue in the temp inet files dir. These badly behaved names cause the error message. I never had cleaned the temp's out of either of the systems I had this issue on.
