Wont "help"? May not be 100% but certainly is more effective than scanning in normal mode. I assume you refer to an issue like this where an infected service starts even in safe mode?

Only option there would be boot CD or slapping another HDD with clean windows on it in & booting from that then?

Check the PSU with a DMM. Scan for viruses IN SAFEMODE. Check the Event Logs for unusual warnings or errors at startup/shutdown.

Scanning in safe mode won't help with rootkits, of course.
