It isn't the TCP/IP stack proper, it's SMB/CIFS. With Windows 6 versions
(Vista/Server 2008), they have a new implementation (SMB 2.0) designed for
higher-throughput links. However, it only kicks in when both hosts support
it.

Between my Vista/Server2008 boxes with decent drives/arrays, I now see
>110MB/s sustained, both at home and at work. This is all without jumbo
frames, and at home, over cheap switches and crummy integrated Realtek
garbage NICs.
