do the new intel cpu's throttle up and down like the amd chips do ?

Now, I get to research why my new E8400's seem to loaf along at only 2.0GHz

instead of 3.0GHz.  Not really a problem because otherwise these machines
"feel like" they are visually quicker that the previous AMD Barton 2500+
cpus.  Very happy with this upgrade.
