It's slated for release in 2K10, and initially it might not be as good as linux or windows or even OS X, however, the dynamics for the market are changing, the world is becoming more web centric and with HTML5 you can expect the lines blurred between a software OS and the web as an OS.
So I think google is hedgeing its bets that the world goes towards that direction.
