I still don't think you can make that conclusion without more evidence.
What if the manufacturer put the same device ID in the database for both the
on-board chip and the stand-alone chip?

I am quite certain that the WHQL simply tested the driver with the
appropriate hardware.  Not sure they are looking for mis-identification.
