You're right - the bastards at Microsoft have disabled the multiple concurrent users capability for XP, Vista, and Win 7 and it's only available as a feature in Server 2003. They justify it by saying it is a feature that only business users want, which is crap - obviously they are just looking for some features to justify the extra money for Server. Fortunately, you can easily re-enable it.
