However, with the ATI 10.2 CCC and drivers loaded, Windows Experience Index crashes the computer. Now, I don't think this is some kind of litmus test or anything, but that is a basic app built into Win7...it doesn't seem right that it just completely crashes my system to a black screen.

Then you either have a bad card, or some sort of Windows corruption. I run the WEI on all our machines and have never had it crash (on any card.) What chipset do you have?
